Executive Summary

Another two topic CMWG meeting (like last month).  The first topic, nodal prices for load resources, got a lot of discussion regarding how netting would or wouldn’t be allowed for Controllable Load Resources co-located with Generation Resources.  This may be discussed at other meetings, as it is not purely a congestion issue.  The second issue was informational; ERCOT plans to roll out its NPRR requiring wind resources behind generic transmission constraints to follow base points in a gradual manner, hopefully starting in the fall.

  • Nodal prices for Load Resources-  Some market participants expressed a strong desire to allow for netting of load and generation located behind the same meter for 4 coincident peak transmission pricing and other load MWh costs such as ancillary services even if the load is receiving a nodal price.  Others felt that that would be a huge mistake.  ERCOT did not seem convinced either way.  An NPRR should be coming soon.
  • NPRR1111/SCR819 (Require wind resources behind generic transmission constraints to follow base points even if not constrained)- ERCOT gave a presentation on the implementation of NPRR1111/SCR819. This will be implemented in the fall and will be rolled out gradually (across individual generic transmission constraints).
