Large Load Working Group (LLWG)

Table of Contents

Executive Summary

At the October 2026 Large Load Working Group there was an update on NERC standards development for Large Computational Loads (they are moving fast), a presentation by Agentic of a non co-located Bring Your Own Generation idea, a run down of load dropping events in the Dominion territory and how data centers are doing a better job of riding through voltage sags, an advertisement of EPE’s PCLR simulations (CIM View can do that as well), and three garbage trucks covered with Voltage Ride Through billboards (?!).

So what: The NERC standards seem likely to require that all large loads maintain a 24/7 control room that can communicate with ERCOT and the Transmission Operator.  This will likely be performed by a QSE.

Notes

  • NERC Activities Update
    • NERC has approved a definition of a large computational load
      • 50MW or greater
      • Connected at 100kV or higher
    • CLO-001, CLO-002, CLO-003 are all proceeding very rapidly through the NERC process
    • CLO-001 Interconnection, Studies, and Modeling
      • Steady-state, short-circuit, and dynamics studies need to be done as part of interconnection
      • Computational Loads need to have models that are updated at least every thirteen months
    • CLO-002 Operational Data and Communications
      • Computational Loads need to have interpersonal communication capabilities with the transmission operators and balancing authorities (likely to mean that every Computational Load needs a QSE)
    • CLO-003 Computational Load Protection Coordination and Disturbance Monitoring
      • Whoever owns the main power transformer for a Computational load has to have disturbance monitoring/recording set up

    • NERC is working on a lot of issues related to Computational Loads and the work is moving quickly

    • In NERC-world, concern on forced oscillations is low other than for co-located sites so the ‘evaluate oscillatory impacts from dynamic computational loads’ items in the slide above will be moved out of Q4 to some later date.
  • NOGRR289 Discussion
    • ERCOT does not like NOGRR289, mostly because they feel it will make it harder to manage the IROLs around non voltage ride through compliant load.
  • Load Sponsored Generation
  • An Overview of Data Center Responses to the Recent Large Load Event in Dominion Energy
    • Dominion (Narges Ghiasi) gave a presentation on how data centers did a much better job of riding through the 4/18/26 load drop event in Dominion than they did with the earlier 7/10/24 load drop event.
  • Simulating PCLR Bid Capping in SCED
    • Electric Power Engineers gave a presentation on how they can model/predict PCLR curtailment (CIM View can do that as well).
  • LLWG Advertisements(?!?)
    • In case you were wondering if we were living in normal ERCOT times or not, the answer is no, we are not.  There were three garbage trucks/billboards advertising voltage ride through equipment parked at ERCOT for the duration of the LLWG.  Now you might be asking (as was one person I told at the meeting), “wait, is this a joke?”.  The answer is no, it is real.  The photos below are not doctored.
