The Gist

NPRR1106 allows ERCOT to deploy ERS when Physical Responsive Capacity (PRC) falls below 3000MW and is projected to stay below 3000MW for at least 30 minutes.  This is a significant change to the ERS product, as previously ERS was only deployed in emergency situations (PRC < 2300MW) which were very rare.
